History
The area that is now Warren was first settled in 1798 by James Heaton, who built a log cabin near the Mahoning River. The area was originally part of the Connecticut Western Reserve and was part of the township of Warren. The township was named after General Joseph Warren, a hero of the American Revolution.
In 1801, the township was divided into two parts, with the northern part becoming the township of Warren and the southern part becoming the township of Vienna. The city of Warren was officially incorporated in 1833.
In the late 19th century, Warren became an important industrial center. The city was home to several steel mills and other manufacturing plants. The city also became a major railroad hub, with several railroads running through the city.

The racial makeup of the city was 79.2% White, 15.2% African American, 0.3% Native American, 0.7% Asian, 0.1% Pacific Islander, 1.7% from other races, and 2.8% from two or more races. Hispanic or Latino of any race were 4.2% of the population.
There were 17,845 households, out of which 28.2% had children under the age of 18 living with them, 37.2% were married couples living together, 17.7% had a female householder with no husband present, and 39.7% were non-families. 33.2% of all households were made up of individuals, and 13.3% had someone living alone who was 65 years of age or older. The average household size was 2.32 and the average family size was 2.94.
In the city, the population was spread out, with 24.2% under the age of 18, 8.7% from 18 to 24, 27.2% from 25 to 44, 23.2% from 45 to 64, and 16.7% who were 65 years of age or older. The median age was 38 years. For every 100 females, there were 91.2 males. For every 100 females age 18 and over, there were 87.2 males.

The per capita income for the city was $17,845.
