Hillsboro was founded in 1881 and named after Hillsborough, North Carolina. The city was incorporated in 1883. The city was originally a trading post for the local Native American tribes. The city was also a major stop on the Great Northern Railway.

There were 645 households, out of which 28.2% had children under the age of 18 living with them, 46.2% were married couples living together, 10.2% had a female householder with no husband present, and 39.2% were non-families. 34.3% of all households were made up of individuals, and 17.2% had someone living alone who was 65 years of age or older. The average household size was 2.30 and the average family size was 2.94.
In the city, the population was spread out, with 24.2% under the age of 18, 6.7% from 18 to 24, 24.2% from 25 to 44, 22.2% from 45 to 64, and 22.7% who were 65 years of age or older.
